"In Brazil, the use of government procurement as an industrial policy instrument is rare. The recent purchase of new Embraer military cargo transportation aircraft by the Air Force could be cited as a good example. When buying a plane that only exists on paper, the government helps pay for the development and subsequent sale by the Company. This is quite different from financing the development of a product without guaranteeing its purchase. "

"Anyway, I think that some progress was made. Perhaps now, with a structured national security policy and a national defense strategy, the industry itself is able to gain more visibility, the government investment is a more perennial thing. (...) It is important to note that some projects, as the defense minister said, will not stop. They will not stop because they are structuring projects for the domestic industry.
