The time for specific actions, isolated and without any connection with each other, has now been relegated to the past with the launch of the National Public Safety with Citizenship Program (Pronasci) in 2007. More than one just a title, the words "with Citizenship" defines the difference between Pronasci and actions that came before it. In addition to sharing responsibilities with states and municipalities in the fight against crime, the plan's actions go far beyond repression, including, among others, training of community leaders, human rights training for prosecutors and judges and investments in professional development of police.
