Regional development in Brazil was not restricted to the capitals and key cities of the North, Northeast and Center-West.

Inequalities within these regions also were reduced. A significant improvement of 47.5% of the Municipal Human Development Index (MHDI) between 1991 and 2010 confirms that the growth effects were uniform across the country: in two decades it went from Very Low to High, a jump from 0.493 to 0.727. The closer the index is to 1, the greater is the human development of a country.
