They were invisible to the public authorities. Thanks to the active search strategy of the Brazil Without Poverty Plan, since 2011, 1.2 million extremely poor families were located and included in the Single Registry and can now count on an extensive network of social services. The Active Search Strategy inverts the old logic: instead of waiting for the poorest of the population to come knocking on the door, the State ventures out to where poverty is found, on foot, by car or by boat, on the peripheries of the large cities or in isolated, hard to get to communities, like the Quilombo settlements and Indian villages, bring social inclusion and citizenship.
